City Council Approves 2025-26 Fiscal Year Budget

June 3, 2025 — At the June 2, 2025, meeting of the Wilsonville City Council, following a public hearing, the Council adopted the City’s budget for the 2025-26 fiscal year that begins on July 1.

The all-funds budget of $228.9 million, approved for the Council’s consideration by the Budget Committee on May 13, was adopted after a long period of public input and Council discussion. In conjunction, the Council adopted two resolutions that confirm Wilsonville’s eligibility and election to receive state-shared revenues totaling more than $3.1 million, with $888,000 for the General Fund and about $2.18 million of gas-tax revenues for the Road Operating Fund, which funds future City street maintenance.

Additionally, the Council approved a supplemental budget adjustment for the current fiscal year budget to accommodate additional improvements, most notably the grant-funded expansion of  SMART’s fleet storage yard.

The Council adopted the 2025-45 Housing Needs and Capacity Analysis (HNCA) as a sub-element of the Comprehensive Plan, as well as a Housing Production Strategy (HPS). These two actions complete the Housing Our Future project, which has provided the City with a clearer understanding of local housing need for the next 20 years, confirmed that Wilsonville has sufficient land to accommodate that need, and has outlined strategies to catalyze future housing production.

To fund a portion of the City’s annual street maintenance, the Council authorized a $1 million contract with VSS International, Inc., for the resealing of asphalt driving surface on several Wilsonville roadways. This Joint Cooperative Procurement with the City of Hillsboro, which reduces costs for both jurisdictions, extends the serviceable life of 363,968 square yards of Wilsonville roadways within Villebois and the Park at Merryfield.

During Communications, Parks & Recreation staff summarized the process undertaken to fund and execute “heARTs of Wilsonville: Many Cultures, One Heart,” a public art project to temporarily install 10 hand-painted fiberglass hearts at visible locations throughout Wilsonville. Because the project is funded by a Wilsonville-Metro Community Enhancement grant award, a presentation to City Council is required upon completion of the project.

During Mayor’s Business, Mayor Shawn O’Neil recognized June as Pride Month, and noted the City’s upcoming Pride Celebration, which takes place this Saturday, June 7, 2-4 pm.  

During the work session held prior to the meeting, Engineering staff and project consultants walked the Council through a preliminary schedule of sewer and storm water System Development Charges (SDC) revisions. A significant increase in these one-time charges collected by the City from developers is necessary to help fund $240 million in improvements to the City’s sewer and storm water systems over the next 5-20 years. Prior to adoption, the project team will collect additional input from community members, the Home Building Association (HBA), local developers, and large industrial users.

Additionally, Planning staff continued a dialogue with the Council about the future Basalt Creek Industrial Area, presenting key findings from recent market and land use studies. The discussion is to inform a master planning process that ensures the area still supports viable land uses and balances market demand while remaining in alignment with the City’s vision for a distinctive industrial business community that complements Wilsonville’s identity.

The next meeting of the City Council takes place on Monday, June 16, at 7 pm. A work session is scheduled to precede the meeting. The meeting and the work session are open to the public.
