4. Engineering Requirements

Requirements

Your initial contact with the Engineering Division will be for a Request for Traffic Study; the City contracts with an independent traffic engineer to produce the traffic study. You will work with Development Engineering Manager Amy Pepper to obtain the traffic study. This study is a required piece to obtain planning approval.

Once you have obtained your Planning Division approval, a Public Works Permit is required for all public utilities and work in the public right-of-way. The plans are to be drawn to conform to the Public Works Standards, Conditions of Approval from the land use decision and all other applicable codes.  

To apply for a Public Works Permit, use the City's online permitting portal and click the "apply" tool bar.  In search bar, find ENG-RESIDENTIAL PUBLIC WORKS PERMIT (for residential subdivisions and partitions) or ENG-INDUSTRIAL PUBLIC WORKS PERMIT (for public improvements associated with commercial and industrial developments).  An electronic copy of the construction drawings, Stormwater Report, structural calculations for engineered walls, and a copy of the engineer's estimate shall be uploaded into the City's online permitting portal.  Additionally, six (6) sets of paper plans are required to be submitted to the Engineering Division at City Hall. 

In addition to the Public Works Permit, all construction activities that will disturb greater than 500 square feet will require an Erosion & Sediment Control Permit.  

City staff will review the engineer's estimate and invoice the applicant the 2% plan review fee.  Once the plan review fee has been paid, the Engineering Division will commence plan review.  The Engineering Division will coordinate review with other City Departments as necessary.  It is a goal of the Engineering Division to review the plans within three weeks, depending on workload, and return them with comments to the applicant's representative.  The total plan review process usually takes several weeks and once completed, the Public Works Permit can be issued at a scheduled pre-construction conference, after which work can commence.

Fees

The following fees are set by Resolution 2051:

  • Plan Review - 2% of engineer’s estimate (due prior to the start of plan review)
  • Permit Fee - 5% of engineer’s estimate (due prior to issuance of the Public Works Permit)
  • Plan Review Fee - 0.5% for third and every other plan review

In addition to the fees above, prior to the issuance of the Public Works Permit, a Performance Guarantee valued at 150% of the engineer estimate, and a copy of the contractor's insurance is required.

Inspections are made by a request to the City Engineering Division.

Public Works Permit:

Public Works Permits are required for connecting to, repairing, or constructing public utilities such as water, sewer, storm drainage, or City-owned streets; including curbs, gutters, and sidewalks.

Right-of-Way Permit:

Right-of-Way Permits are required for any work being done in the public right-of-way within the city. Utilities with franchises in Wilsonville are required to apply for a Utility Permit, in lieu of a right-of-way permit.

Utility Permits:

Utility Permits are required if you are a franchise utility working within the Right-of-Way or Public Easement.  

Erosion & Sediment Control Permit: 

Erosion & Sediment Control Permits is required anytime that a construction project will disturb greater than 500 square feet and is addition to any other permit obtained by the City.
