Council Establishes New Process to Aid Code Enforcement
November 18, 2025 — At the November 17, 2025, meeting of the Wilsonville City Council, the Council adopted, on first reading, an ordinance that establishes a new process for City staff to seek administrative warrants from the City’s Municipal Court Judge that allow staff to enter private property when there is probable cause to investigate possible violations of provision(s) of the Wilsonville Code.
The Council approved a sub-recipient agreement between South Metro Area Regional Transit (SMART) and regional transportation provider TriMet that allows SMART to receive its allocation of Statewide Transportation Improvement Fund (STIF) money for 2026 and 2027. STIF Funding is expected to provide about $6.7 million for projects and services outlined in SMART’s Transit Master Plan.
As recruitment begins to identify a new City Manager, the Council adopted a resolution that adopts hiring standards, criteria, and policy directives for the employment of a public officer. This action is necessary to allow the City Council to complete interviews with candidates during the executive session that typically precedes the City Council meeting.
During Communications, Library staff summarized the activities of the Library’s Book Bike, a project recently funded through the Wilsonville-Metro Community Enhancement Program. Championed by the Wilsonville Friends of the Library, the three-wheel electric bike allows Library staff to take library services directly to community members and be present at City events.
During City Manager’s Business, Bryan Cosgrove and the Council informally reached an agreement to extend Cosgrove’s contract for up to three months, through March 2026, in order to ensure a smooth transition until a successor is identified and hired.
Cosgrove also updated the Council on the initial response to a public engagement opportunity currently available to residents and other community stakeholders on “Let’s Talk, Wilsonville!” Through Nov. 24, the Wilsonville City Council is inviting residents to share their perspectives on the Town Center Plan and its proposed financing through urban renewal.
At the work session held prior to the meeting, staff and consultants summarized a recent analysis commissioned to inform the City’s consideration of a new parks utility fee that would support the Council’s two-year goal to maintain existing park maintenance levels as the City absorbs 26 additional acres of parks over the next three years. Before supporting the implementation of a new fee, the Council directed staff to first pursue additional revenue streams to decrease the financial burden on residents.
SMART staff summarized the results of its recent rider satisfaction survey, in which 86 percent of passengers reported being completely satisfied with operator customer service conduct and 83 percent giving the highest marks for safety and cleanliness.
The next regular meeting of the Wilsonville City Council is scheduled to take place on Monday, Dec. 1, at 7:30 pm. A work session is scheduled to take place at 5 pm. Both the meeting and the work session are open to the public.
