The City of Wilsonville is soliciting Proposals from firms experienced in providing financial evaluation and update of wastewater and stormwater utility rates and System Development Charge (SDC) fees, as well as assessment and preparation of Community Development Department funding strategies to ensure long-term financial viability.  Requested services include review of City financial data, policies, and documents, update of capital project cost estimates, evaluation and recommendation of utility rate and SDC methodology and implementation strategy, assessment of discounted or scaled SDCs for affordable housing projects, recommendation of funding strategies for the Community Development Department, assistance with public engagement activities, and other related services.  Work is expected to begin in July 2024 and continue through May 2025.

Sealed proposals for the Wilsonville Utility Revenue Assessment & Fee Update project will be received at Wilsonville City Hall located at 29799 SW Town Center Loop East, Wilsonville, OR 97070 until April 25, 2024 at 2:00 pm.  Proposals received after the listed time and date due will be returned unopened and without review.  Electronically mailed or faxed proposals will not be accepted.

Proposals will be evaluated on a qualification basis and ranked on firm’s ability to demonstrate successful completion of projects in similar size, scope, budget and schedule.  A Time and Materials Not to Exceed Professional Services Agreement will be negotiated with the Successful Proposer.
